A Guru Request

Guys, I have a request of one of you guru's. Probably like most of you, I have a widescreen monitor and I find myself always having to tweak my window panes to do functional setups.
So the thought occurred tonight for something like this. Please see the attached image.

It would basically be new window style buttons that allow the following,
if you look at the image and look at the buttons from left to right:

Button 1 Make Window 1/4 the desktop size
Button 2 Make Window 1/2 the desktop size
Button 3 Align Window to the bottom of the screen
            if 1/2 size then make span whole bottom half
            if 1/4 size then move down from where it is at
Button 4 Align Window to the top of the screen
            if 1/2 size then make span whole tophalf
            if 1/4 size then move up from where it is at
Button 5 Align Window to the left of the screen
Button 6 Align Window to the right of the screen

This would need to be in the system somewhere to affect all windows while this feature is enabled.
Good luck to whoever takes this one on. I have no idea of even where you would start on something like this.
